| Cabot Corporation’s specialty fluids products include drilling fluids and cesium-based products.
The Regulation (EC) No. 1907/2006 of the European Parliament and of the Council of December 18, 2006 on the Registration, Evaluation and Authorisation of Chemicals (REACH) requires manufacturers and/or importers of chemicals to pre-register and/or register those substances in accordance with the procedures and timelines prescribed within the regulation. Cabot Corporation is committed to continuing to supply its customers with drilling fluids and cesium-based products.
To assist customers, we provide the following information:
The products listed in the table below meet the definition of "substance" under Article 3 of the above referenced regulation.
Cabot certifies it has completed the pre-registrations required to cover all drilling fluids and cesium-based products listed in the table below which are imported by Cabot into the European Union. The pre-registration numbers are not substance specific; in addition, Cabot considers the pre-registration numbers to be confidential business information. Therefore, these numbers can not be provided. Please accept this statement as certification of pre-registration of our drilling fluids and cesium-based products.

The table below provides the dates by which Cabot intends to register each of the drilling fluids and cesium-based products.
In order to cover the direct importation by our customers of Cabot drilling fluids and/or cesium-based products from outside the EU, Cabot has appointed an Only Representative (OR). Currently, Cabot is contacting customers about our Only Representative service and the information required for representation. To be covered by the Cabot OR registration, customers are required to regularly provide the Cabot OR with information as described in the REACH Regulation, in particular, the name/address of each EU customer to be covered by the Cabot OR registration, the tonnage of Cabot drilling fluids and/or cesium-based product(s) imported into the EU and its use(s). Should this information not be provided in due time or should this information not be accurate, Cabot’s OR can not cover the EU importer and the EU importer will remain or become responsible for the compliance of its importation of Cabot’s drilling fluids and/or cesium-based product(s) under the REACH Regulation.
The European authorities are compiling a provisional list (Candidate List) of Substances of Very High Concern (SVHC), which should be documented under the REACH Regulation, if present at a concentration greater than 0.1% in a chemical. A new list of Substances of Very High Concern has been published by ECHA on January 13, 2010.
To the best of our knowledge, Cabot’s drilling fluids and cesium-based products do not contain any of the substances mentioned on this candidate list above the threshold concentration.
