The HOCNF scheme is an Oslo and Paris Commission initiative that aims to harmonise the measures and criteria used by signatory states to regulate chemical management by the offshore oil and gas industry. The goal is to prevent unacceptable damage to the marine environment from use, discharge and accidental loss of exploration and production chemicals within the North Sea and northeast Atlantic (OSPAR maritime area).
